Solved Does SYN, ACKs and FIN packets count?

Specs: Macintosh
Does SYN, ACKs and FIN packets count into the number of packets for retrieving a webpage?
For example in frame 3, client sends out a SYN packet
And in frame 25, host sents back a FIN packet, which i consider the transmission of the first request is done. So does that mean to retrieve this first request requires 22 packets?

All packets count. However, if broadcast packets appeared in between the packets sent & received from the server, they don't count. There are filters in wireshark to eliminate broadcast packets.
