dl speed capped??

Anything i presently try to dl on the internet slows down to 10 KB/s when i have high speed internet. this includes programs like steam and any other downloads. started recently and no anti-virus i have has detected the source of the problem so i was wondering if there is something i can do to fix my internet.

Read these pages & follow the instructions, if you are still having problems, post your HiJackThis log.
Make sure you do Not install HiJackThis in a Temp folder.
If possible run HJT in Normal mode ( not Safe ) with all your normal startup's working.

Not a lot wrong with the log.

Move HJT into a folder named HiJackThis on your C drive.

Run HJT without a log, tick the following.

Once you have the program installed, open SpyBot, Select > Mode > Advanced ( menu at the top, gives you more options ) then select the "Immunize" icon on the left & Click on Immunize ( the green icon up the top ) in the new page. Repeat this process every time you Update, unless you get a message that everything is blocked.
Tick > Enable permanent blocking of bad addresses in Internet Explorer & Select > Block all bad pages silently.
Select your download site.
Open Spybot Search and Destroy. After clicking the button that says "Search for Updates" & the check is finished, you will see 5 items near the top of the window, "Search for Updates", "Download Updates", UniDo(Europe), "Show Log" and "Help". About this spycatcher you just listed.I've read about a few of these so-called spyware scanners actually installing spyware!.I was in the process of installing spycatcher yesterday when the fine print started mentioning 3rd party software and i saw the word "About" which is supposed to be spyware so i quickly cancelled it.Was i wrong and to hasty?.

Yeh, may put Snoop on the list, instead of SpyCatcher Express, let me know what your thoughts are murr. It's all a question of skill level, I have them all installed & lots more, because I like to test them.
