Disabling Internet access on startup

Specs: Windows XP
Hi everyone,

I'm using the modem my isp gave me and they don't have a shut-off button so it's always on. My issue is that I'm scared when I start up my pc and I'm unprotected because zonealarm doesn't immediately load on startup? Is there anything that can help me out on this or am I being paranoid? lol.

Remove power plug to modem,
Remove ethernet cable or phone cable to modem.
Disable NIC when you shut down,
It should work if you enable internet lock on zonealarm so that when you re-power up it will remain off but you will have to check that.
