Disabling 'Address' bar in IE

I wondering how to disable the address bar in the IE browser window- I know that I can remove it by right clicking on my tool bar and turning it off - but is there a way to prevent it from returning when I click on a link outside of my website which opens in a new window?? I would like to remove it so I can restrict internet surfing.

I open the internet explorer and then I type the name in the address bar, but I cannot type the name for example "www.hotmail.com" .
But It show me that sign is " this program is illegal operation---- " and then I press the "close" button .The internet explorer is automatically shut down. I cannot open and type the website address.

Hi, you can type in the RUN box..

Start/Run

type the web addy and your browser will open or stay opened browser will change web page..
