Default 128 bit encryption?

Does Internet Explorer 7 come with 128 bit encryption or do you have to download it?

Your question is confusing. IE7 doesn't have any builtin encryptions. The only thing that should matter to you is that IE7 supports 128-bit encryption.

You should then run IE8.

I think on older versions you did have to download 128 bit.

I found the answer. My Menu bar was not enabled. Once enabled, I went to Help, About Internet Explorer, and looked at the listing entitled Cipher Strength. It is 256-bit.
