Could't access Folder after re-installation of windows

Specs: Windows 7 Ultimate, Intel 2.8 GHz
I have applied NTFS permissions on a folder to secure it but unfortunately my windows got corrupted but i can't open that folder after installing new windows.
i have have created same name user as in earlier windows but when i add that user and give permissions after doing that this i am unable to open sub-folders and sub-files,
and there are lot of sub-files and sub-folders in it.
so is there any solution that i may open all sub-files and sub-folders.
i am so much depressed please help me.

Windows users are actually stored as a number, not a name. Creating a user with the same name as a previous one doesn't recreate that user with all their rights and permissions.

You need, as Administrator, to give the new user rights to the folder and all subfolders and objects. It sounds as if you have just applied the new permissions to the folder but not the objects in it. Have a look at
