Corrupt & protected dll file

I have a corrupt IE .dll file, which is mucking up access to secure sites. I need to delete this file, and see if Windows/system will rebuild the file correctly, without the corruption. I'll keep the file stashed in another directory under another name, is case I need to put it back. However, the system (WinME, BTW) won't let me move or delete the file because of the security-of-systems-files thing. Is there any way to work around this, to delete or move it?
I wonder if the fact that this relates to secure sites has any bearing on it.
I can get into the same sites with Netscape without difficulty. Thanks.
