I've used winpatrol for years....works for me.

XpUser4Real, thanks for the tip; I just downloaded the latest version from the WinPatrol site. Besides excellent cookie management, I like the additional features.

I personally find the built-in cookie managers to be good in most modern browsers like Firefox, Mozilla, and Opera.
