it would be the conficker worm. conficker worm is a very nasty virus that has infected round about 10 millions computers world wide. if you are infected by cinficker worm virus, you can remove it using manual method or download removal tool free http://darfuns.com/remove-virus-w32...
Conficker dos,nt let infected user to acess security websites like, symentic, mcafee, avast, etc it also unables the user to start windows update and restrics access to microsoft website microsoft.com

just because you can't download a security update, doesn't mean it's the conficker virus. There are other viruses out there too.

We can't say that is a conflicker virus. Other virus and spyware also can effect your computer due to this you are not able to update any security software. You should scan your computer with updated anti virus software or updated spyware removal tools, like Malwarebytes. You are not able to download and install in normal mode, therefore you should try to download and install in Safe Mode with Networking.
