computer keeps restarting

after i got this virus every time i turn my comp on it restarts as soon as it gets to the loading screen.
i tried to reformat it but it wont let the hard drive read the disk.
i tried to see the settings but it asked me for a password but i never put in a password.
i dont know what virus this is but its really pissing me off.
When i do get a chance to login it's just a black screen with nothing but the mouse pointer.
Is my HD killed?? Do i have to get a new one or can i reinstall or fix this problem?

You've already tried re-formatting your computer, so you probably don't care about recovering any data on the hard drive.
use "boot and nuke" http://dban.sourceforge.net/ it will completely and irreversibly wipe your hard drive clean of all data. Then re-install your operating system.
If your hard drive is failing DBAN will report errors, and you should replace your hard drive. (This is NOT related to the virus, it would just be coincidence, or the source of your problem and you never had a virus to begin with)
