Computer keeps rebooting over and over

Specs: Vista, ??
I have a friend with a laptop Dell Inspiron 1720 OS Vista Home Premium. It recently got a massive virus infection. She has mcafee antivirus which identified that the laptop was infected but it would subsequently shut down. It would sometimes boot up in safemode but would not allow her to get on the internet. Now it just continuously shuts down and boots up on its own in a vicious cycle. I can no longer get it to boot up in safe mode. I have a clean copy of Vista business that I can install but do not know how to clean her hardrive first and don't even know where to begin since the laptop won't even boot up. HELP!

Download F-secure rescue disk, youll burn the ISO file to a cd using a program like Roxio. It can be downloaded here Youll want to put that in the CD drive and boot the computer. It will give you a simple interface you can scan the PC with. Do this and it might just boot up without having to reinstall windows.
