Go to the following section (about a third down the page):
Automated Removal Instructions for Essential Cleaner using Malwarebytes' Anti-Malware

In summary, you need to do the following:
1. Start the computer in Safe Mode with Networking
2. Make sure you are not using a proxy server for your LAN
3. End the processes that belong to Essential Cleaner by using Rkill
4. Use Malwarebytes' Anti-Malware to clean up the malware
5. Fix the Hosts file permissions
6. Delete and the replace the C:\Windows\System32\Drivers\etc\HOSTS file
