computer beeping

My neighbors computer has this problem. Her screen is black with message. (check your pc and signal cable and monitor is working). There is also beeping from the tower. I need help in finding out the problem is. We switched monitors and cables and still the same problem. Thank You

if its a continuous beeping, reseat your video card. if a series of three beeps, reseat your RAM. If reseating your video card doesnt help, the card is probably bad.
