Can't login to Windows or Safemode

Okay so yesterday when I was on my laptop I got a malware message saying that malicious content was on my computer and my computer was in danger. I couldn't get the message to go away by clicking to red "x" so I ctrl+alt+delete and end the task. After that my Norton Internet Security tells me that trojan.horse was detected. I immediately ran a virus scan and a malware scan and everything checked out. I restarted my computer and now I am unable to log on regularly or in safe mode... HELP!
