CPU/Ram: 2.4/256
Model/Manufacturer: dell laptop

My Dell laptop won't boot up fully. It stops at different stages of boot up. I can't get into the control panel to remove programs so I'd like to try in safe mode to maybe try a restore. I have 2 options on bootup. F2 setup and F10 boot menu. Nothing about safe mode.
Any idea on how I can get into safe mode? I checked google and other info searches and haven't come up with a solution.
