Can't do anything!

Hi, when I start up my other computer, it starts up but does not load anything except the background. No start menu, icons, anything. I have tried getting other anti virus scanners, malwarebytes by a flash drive. By ctrl+alt+del then doing new task but it does not let me start them up, it cancels basically anything I start up that way. I know I don't have explorer.exe in my processes and I have tried to start it up as a new task but it says it cannot be found. I also tried msconfig then system restore but I have no previous restore points. What can I do ? :(

Hi, 1) Download http://dnl-eu10.kaspersky-labs.com/... 2) Burn it to a CD. 3) Once finish burn Kaspersky Rescue Disk into bootable CD media, insert Bootable kaspersky Rescue Disk CD into CD ROM and boot the computer by loading CD ROM media first. 4) Scan all of your drive on high setting.
Summary: That's great, thanks But what if I can't get anything to work, I mean "Nothing" at all, not even able to re-boot the pc properly. How do I go about getting into safe mode.? Sorry for sounding so duhhh...
