i have this file that i know is fishy. when i try to delete it, windows says that itīs being used, so i can't. and then the whole system goes ultra-slow because the program i used to try and delete the file takes up 99% of CPU. my antivirus program does not detect anything

If the file is in use, You must:
1. Find where its startup call is (registry, win.ini, system.ini etc..) 2. Kill the startup 3. Reboot and delete the file
Go here and download and run StartupList then copy and paste the results in a reply.

It seems that what triggers the file to be in use is the very act of trying to delete it.

Use a boot disk to start in dos mode. Delete the file from dos. Type del and then the path and the full file name, including the extension (file.exe etc).
For example: del c:\windows\filename.bat (press enter).

If you delete the file from dos without first removing the 'load' entries, you will recieve an error message everytime you boot.
Click Start > Run > type msconfig and click Ok On the 'general tab click the 'Selective Startup' radio button. Then click the 'Startup' tab. Locate the file entry and un-check it. apply/ok. Reboot and delete the file.
If you get a message about System Configuration utility, Check 'don't show this again...' and close it.
