can't delete file

I can't delete a file that I downloaded that won't run either. Is there a free program I can use to get rid of it. Windows won't give me the option to delete it. Any assistance much appreciated!

Delete it from DOS. Or I have also found that kazza somtimes deletes files that windows wont delete, so if you already have kazza try that.

What do you mean by that? Did you try deleting it from safe mode? What's the name of the file and where is it?
