cant delet any folder

as i press delete or right click and delete the dialoug wich comes to put the folder in recycle bin appers and within a sec that diloug disappear so i cant click yes or no and it disappear what to do?i cant delete any data from my pc

Well try also using the Task manager see in the the process tab if the file you are trying to delete is being processed there. If it's being processed try to end the program by right clicking it then end process.
