Cannot use internet, but connected

A friends computer has run into problems with using the internet. He tried using IE, differnt IMs, and no updates for virus scans can get through. BUT he did check the internet connection, and he has wireless workin and Local Area connection..
Before you spend too much time looking for answers, check that he isn't connected via Bt broadband. They have been updating their systems and connected but no traffic seems to be widespread in my area (Salisbury) They say the system should only be down for 30 mins and then rebooting modem will restore, but not so here!
