cannot start pc in safe mode

Specs: Windows XP SP3
Hi, I'm running a 7-yr-old Dell with XP SP3, and I've been having quite a few problems with it. It was redirecting google searches, not allowing windows security updates or norton security updates, and not restarting. Meaning, it would start, but if I wanted to do a restart, it wouldn't come up, just a black screen with the fan running. I ran Combofix, and that took care of the windows/norton updates, so at least I'm up to date there.
I've been trying to start it in safe mode with networking so I can run rKill and malwarebytes anti-malware, but it won't come up in safe mode. Just a black screen with 'safe mode' in all 4 corners and 'microsoft xp service pack 3' across the top.
any suggestions??
