Model/Manufacturer: HP Pavillion a1700n

Hi Everyone. I cannot open any .exe files. Every time I try, 'Open With' comes up. I cannot use Backup/restore nor most of the buttons on the control panel. I have been searching for an answer on Google but I have found nothing. Can anyone help me please?
