Cannot access antivirus sites

I am not able to access any antivirus websites and the antivirus I had on the computer (Trend Micro) has been deleted and when I try to reinstall the software, I am not able to access the website to register the program. Please help. Thanks

Try to do it in Safe Mode. When you turn the computer on before the window comes on push F8 and choose Safe Mode with Networking. Try to work on software after that.
