What you need is the BIOS password. Contact Toshiba.

If only the BIOS is password protected, but starting your OS is possible, you need a bootdisk (MS-DOS) with Debug.exe. Depending on the BIOS, you can use debug and within debug some output commands, to complectely reset the BIOS to factory defaults.
