Blue lock on screen

I have a blue lock that appears on the screen and it will not remove, it appears to be at boot up. tried nortton found nothing, tried housecall found some faults but it cant remove them, any ideas. tom

I cant get any access to it at all. It is a picture of a padlock that opens and closes, doesn't seem to stop any programs except virus killers and always stays on top of any window. Occasionally the dell monitor control pad comes up and does a similar thing but it goes away???

is there any solution to this? I have the same keypad problem. but i can not do a print screen of the keypad...as the keypad overrides the actual screen.
