Hi all, please help!

My laptop is infected with Bloodhound.W32.EP and I can't remove it. I have a Toshiba Satellite laptop which I try to format using the recovery CDs provided by the manufacturer. But as soon as the Windows is loaded I get the Norton Antivirus 2002 bringing up a message saying I'm infected with Bloodhound.W32.EP which it can't repair or quarantine and just says it denied access. Is this a resident virus that simple formatting doesn't fix or is it simply the case that the recovery CDs can't do a good old fashioned formatting? The problem is after this the virus goes mad and spreads all sorts of other viruses and before you know it there are viruses everywhere! What can I do?
