BDE administrator problems

I also have the BDE Administrator in my control panel.... The icon is a red backround with a white stripe in the middle of it with a wrench and a screw (the screw is yellow) please someone tell me if this is part of the KAZAA BDE and ifso how do i delete it? how do I know if it's good or not? because my pc is running much slower now
