bandwith usage

Hey guys. Something is using up my bandwith. I have used almost every posssible anti-virus or spyware tool that there is. I have rebooted in safe mode and turned off system restore but nothing is ever detected. Even when i open my internet connection to my isp but do not go online something still uses my bandwith.

Explain that, please. If you open a connection to your ISP. You are indeed online. Is your firewall configured properly? Is it inbound {download}, outbound {upload}, traffic, or both? What type of connection? Big question is; What does the firewall allow to connect? Either way.
Give your setup, for the internet. Tell what kind of connection, how it's setup, ect.
