Bandwidth Limitation? HELP.

Hi all ! I have a friend who works in a small company. The company has about 50 PCs.. an Internet Connection (ADSL 24Mbps) . Lately, he sees that Internet is very slow, so he thinks that someone downloads something form the internet.. (p2p.. torrent.. he dont know..) Being a small company affects money.. so they dont want to spent a lot of them.. ISA server would be nice..but the cost is big.. Something else more cheap that will keep his Internet Connection going fast and block the users from downloading the whole Internet? Thanks Let's go Hyper ...
