You get into Safe Mode by pressing/tapping F8 or F5 key during startup sequence as the Windows Screen appears, depending on your computer manufacturer. You should be able to delete the file in the Safe Mode. Several people like and use Trojan Remover, which should easily get rid of this backdoor trojan for you.

If you deleted the entire run key, It would be best to do a scanreg /restore to restore that key and all of the sub keys. If default is the only thing listed in the right hand window, then some needed applications are not loading at startup. (scan registry, system tray)
To do a restore, Click Start > Shut Down > Restart in MS-DOS mode.
At the C:\Windows> prompt type in
scanreg /restore and hit [enter]
Use the arrow keys on your keyboard to highlight a date just before the day you deleted the run key and hit [enter].
Return to the C:\Windows> prompt and type exit and hit [enter].
***This will also restore the trojan run entry, so, as Windows is rebooting, tap F8 and choose safe mode.
Then Click Start > Run > type msconfig and click OK. Click the startup tab and uncheck the trojan entry.
Click apply/ok and reboot to Windows.
