Specs: Windows 7

1) Uninstall the Microsoft .NET Framework first.
2) Then download the Microsoft .NET Framework from www.microsoft.com (scroll to the bottom and click Download).
3) Then restart your PC
4) Then head to https://www.malwarebytes.org and download a free copy.
5) And scan the whole system with this malware software.
6) Remove all the detected malware, trojan horse, etc as instructed
7) Restart your PC again
8) Install AVG and it will complete and worked

I've got a better solution - completely uninstall AVG & use something else! lol

Many suggested switching to Avast free version but I had been doing Internet Security for many years and found that AVG is one of the most reliable antivirus. Unfortunately, the recent update gave this problematic installation (solution above). Other security softwares can not detect certain trojan horse and malware.

That is the only trouble with people thinking that a internet suite for security is all encompassing. In my opinion no one tool is going to be reliable enough to protect a computer. If you rely on one piece of software to deal with all of the threats out there its either going to bog down the system so much that you can not do anything or not have full coverage.

Limit your user accounts
Install an antivirus tool
Run malware and spyware detection software like Malwarebytes or Ad-aware on a scheduled basis
Pay attention to something that changes, speeds or other activity, how things look.
