AV and firewall off

Hi all, a friend has major problems with his computer. As i believe his problem is not virus related i post his mail here in the hope somebody can help.
Basically, when I turn my computer on, it gives me the message that my firewall is off and that my AV auto-protect is off. I then get a message from MS saying that my system recovered from a serious error (it wont go away even if i click the "Don't Send" button) I have to turn the AV auto-protect back on, but Windows will not allow me even access any type of firewall window. Eventually, my screen goes briefly blue (with words I cant read because it is too quick) and then restarts. This happens for awhile until it seems that I run enough programs (virus scans and hitman) to get it stay from rebooting. I have never had anything like this and am pretty bad when it comes to this stuff! Any help would be greatly appreciated.

try turning off automatically restart so that when the PC crashes you will get an error message...post back with the exact error message
