If your computer is working fine in Safe Mode that means there is the problem with windows operating system and may be a virus problem.
You should scan your computer with updated anti virus software of updated anti-spyware removal tools like Malwarebyte in
Safe Mode.

You can download or install and update spyware removal tools from Safe Mode with Networking.

If problem still same then you should repair windows with windows operating disc.
