anti-inc2.htm and Internet Explorer

Has any come across this problem? What did you do? Sometimes when I open IE it hangs while 20 or 30 instances of IE opens and a dialog box opens asking if I want to download a file named anti-inc2.html. Also, Norton AntiVirus is scheduled to run on login. It has not found any viruses and it runs all day The main problem is that all of this eats up resources on my computer slowing it down. In addition to the virus scans, I have deleted all temp, cookies and Internet files I could find on my computer and did a search and found no information about this file at the Symantec site. I did a Google search of the dowload site's IP address and found a site that tracked site hits. Any feedback would be appreciated.
