I have a file named ^.~ in the root of my C: drive.
opened in notepad I find at the bottom of all the garbled code the words:
PECRYPT32 version 1.02 ú coding project by random & killa

I have found out the PECRYPT32 is some sort of packer/unpacker.

can anyone tell me what this file is and does and is it some sort of virus or something else i should be worried about? just seems like a strange filename and extension.

I sounds like something to do with a packer as you said most packers are designed to compress viruses and trojans to the point where they become undetectable to av products.
