Solved After downloaded utilities apps from Softpedia:

Specs: Windows XP Pro SP4
Set up installs failure:"Create File failed; code5.Access is denied".
This is occuring
during the installation of the utility app.
When the app is downloaded from the vendor's
website, after purchase(like GlarySoft), then
the error vanishes?!!

What Utility App in particular?

Not sure I understand the second part - has the error been fixed now?

Hello Derek,

Yes it's fixed now, as I explained to you in my post "uninstalling AVG Anti Virus 2013 is dangerous!" It's amazing.
Apps were: Regcleaner, Glary Utilities, Auslogic PC Booster because copycat from AVG for AVG PC TuneUp (softpedia testimonials).
AVG is anyway a superb AV, very efficient, but very possessive.
