adware help!!

CPU/Ram: p4 2.53 ghz/512DDR RAM

i have recently been plagued by some adware that is in the form of a webpage, this webpage places itself on my desktop and compasses the whole desktop and i can't close it or remove it no matter wat i do, i've tried running ad-aware and spy botS&D but to no avail. i even tried deleting the adware file (i discovered it was stored in my windows folder), but all that did was to leave a blank webpage on my desktop instead. can someone please help me with a solution to my problem? i was tinking of turning off the active desktop but i forgot where to turn off that function (i'm on win XP SP1).
