Many things it can be, I think you are infected, this is the 1st step.

1: Run ESET Online Scanner, Copy and Paste the contents of the log please. This scan may take a very long while, so please be patient. Maybe start it before going to work or bed.
You may have to download ESET from a good computer, put it on a flash/thumb/pen drive & run it from there, if your comp is unbootable, or won't let you download.
Create a ESET SysRescue CD or USB drive
How do I use my ESET SysRescue CD or USB flash drive to scan and clean my system?
Configure ESET this way & disable your AV.
How to Temporarily Disable your Anti-virus
Which web browsers are compatible with ESET Online Scanner?
Online Scanner not working
Why Would I Ever Need an Online Virus Scanner?
I already have an antivirus program installed, isn't that enough?
Once onto a machine, malware can disable antivirus programs, prevent antimalware programs from downloading updates, or prevent a user from running antivirus scans or installing new antivirus software or malware removal tools. At this point even though you are aware the computer is infected, removal is very difficult.
5: Why does the ESET Online Scanner run slowly on my computer?
If you have other antivirus, antispyware or anti-malware programs running on your computer, they may intercept the scan being performed by the ESET Online Scanner and hinder performance. You may wish to disable the real-time protection components of your other security software before running the ESET Online Scanner. Remember to turn them back on after you are finished.
17: How can I view the log file from ESET Online Scanner?
The ESET Online Scanner saves a log file after running, which can be examined or sent in to ESET for further analysis. The path to the log file is "C:\Program Files\EsetOnlineScanner\log.txt". You can view this file by navigating to the directory and double-clicking on it in Windows Explorer, or by copying and pasting the path specification above (including the quotation marks) into the Start ? Run dialog box from the Start Menu on the desktop.
If no threats are found, you will simply see an information window that no threats were found.

Is this THE 'administrator' account or an account with administrative priveleges? Can you log on to other accounts? Can you log on as administrator via the F8 boot menu choosing 'safe mode'?

"If you have admin priveleges, right-click "my computer" and select "manage". expand "local users and groups". Click on "users" and you should now see the accounts in the right pane. Right-click "administrator" and select "properties". Uncheck "account is disabled". "

Any other way to fix it depends on what you deleted to get to where you are now.

So I guess it's a Dell?

Does it do anything beyond showing the service tag? Does it get to the XP logon screen? If so try logging on to a different account or access the main administrator account using the F8 boot menu and choosing safe mode.

I don't get the thing about the service tags. That's a number that Dell gives the computer that describes exactly what it originally came with. It's on a sticker somewhere on the case and I think also in bios setup. There shouldn't be more than one and it has nothing to do with the operating system being able to load.

You say your 'code' will not let you go any further when the logon screen comes up. By 'code' do you mean password? The guest account shouldn't need a password and the administrator by default won't have a password unless you added one.

So what exactly does happen when you try to log on either of those accounts? Does it tell you it's the wrong password? Or if you don't need a password what happens next? Does it freeze up or give an error message or something else?

F8 should work. You're probably pressing it too late. Start tapping F8 as soon as the Dell logo or posting screen comes up.
