ActiveX errors by possible virus...

Hi...
whenever I open windows explorer I get this message
"Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly."
IE refuses to start so does my Documents.
In safe mode the IE settings does not show any info in the security tab and the moment I change the security level it crashes givin an error in inetcpl.cpl
Also the start button does'nt open the menu.
I tried editing the registry entries ...
HKEY_CURRENT_USER it says, "Cannot open
HKEY_CURRENT_USER: Error while opening key."
I cannot perform a system restore keep getting message that file not found for system restore.
I try opening norton but it seems to have been corrupted as well. I did download the latest definitions and ran the scan using the command prompt but it did not find any errors.
I replaced the inetcpl.cpl file..din help... it also gave error for comctl32.dll..tried to restore that but it is write-protected so could'nt change that...both files seemed to be corrupted.

Any suggestions???

First try booting the computer into safe mode and run the antivirus scan from there.To get into safe mode shut the computer down,wait 30 seconds,push the start button and start tapping F8 at about 1 second intervals(may take a few tries to get the timimg right).The safe mode screen will have safe mode written in all four corners.

From there see if you can run the Norton and see if you can get into the control panel.

If not you are going to need a boot disk(startup disk) you can download at this link bootdisk.com (use windows me oem)you will need to download it to your desktop then open it, then copy it to a floppy.

Shut the computer down, insert the startup disk into the floppy drive, push the start button,from the list the appears choose without cd rom support. At the flashing cursor type "scanreg /restore"(note the space after scanreg)with out the quotes,choose one of the dates offered,yes.Remove the floppy from the floppy drive and restart the computer.

Maybe it will start.
