I am wondering, is there a compiler/ide thats like microsoft's visual basic only free? I'd like to take a step up in programming, and would like to do so by learning VB, but I do not know where to get a compiler and development enviroment for it (I prefer using an enviroment over notepad/other text editors.)

Sorry, you are going to be out of luck. There is a VB clone available, but thats almost as expensive as VB itself.

If you want to learn VB you are going to have to pay for it. VB is probably the only application, programming environment or OS that Microsoft own exclusive rights to and they are holding on to it.
