Upload document from my server to customer

Specs: Windows XP, 2000
If I want a customer to upload a document from my windows xp or 2003 web server I can use windows operating system to do it. How does that code look like?

Step 1) Set up an HTTP server
Step 2) Place document in HTTP server's folder structure.
Step 3) Make sure the outside world can access both the HTTP server and the document.
Step 4) Give client link to document.

To add to Razor If the customer has a choice of many files have the web page list the directory and let the customer choose.

Thanks for your answer, didn't know it was that simple as an "a href" to let a customer download...
Another question- My ftp server used to work but can't access it anymore from another computer, it seems. I can access it from my own though. I have my web server connected to mickeway.com and my web site works. The main ftp sites and the standard ftp site are configured the same including all under nodes to " Allow only anonymous connections" and "Allow IIS to use the password". I use standard port 21 and permissions are set to read and log file. Not write. I'll keep my computer on today so you can try it on ftp://mickeway.com for that is the adress to use, I believe. (Maybe I should use webdav instead...)
Also if I want a customer to upload a document to my server what is the code for that?
