time cues with video playback?

Hi. I am totally ignorant when it comes to programming, so forgive me if this questions is too way out!!
I am using Media Player Classic for auditioning video playbacks and need to have time cues running along with it to trigger several external events (like lights and sound control). Is it possible to get into its programming (GNU general public license) and make it so one could drag and drop 'markers' onto its timeline that could trigger an external event, via the serial port (like a pulse on RTS or DTR)?
On the same vein, with other programs like timers, is it possible to "highjack" a trigger that would normally play say a sound file (or a .exe application) and instead direct this instruction to the serial port (in order to derive a short pulse on say DTR or RTS)?
You probably think I'm mad! But thanks for any comments.
