Script to monitor and Start service

Ok, I have searched, and searched, but all the information i can find about making a batch file or script file to monitor and start a service if it were to go down. All i have found was this "http://commandwindows.com/sc.htm" How do I make a script where it will monitor a service, and then start it if it were to go down. Is this even possible with basic batch files? Thank you for ANY help at all!!!! -s

WinXP already monitors services, and it can restart a service if it fails.

I don't have access to Win2K3, but both WinXP and Vista do. I assume Microsoft wouldn't strip out a feature just to re-add it to the next version.
