Script to monitor and Start service

Ok,

I have searched, and searched, but all the information i can find about making a batch file or script file to monitor and start a service if it were to go down. All i have found was this "http://commandwindows.com/sc.htm"

How do I make a script where it will monitor a service, and then start it if it were to go down.

Is this even possible with basic batch files?

Thank you for ANY help at all!!!!

WinXP already monitors services, and it can restart a service if it fails.

I don't have access to Win2K3, but both WinXP and Vista do. I assume Microsoft wouldn't strip out a feature just to re-add it to the next version.
