scan disk and defragment

I keep trying to scan disk and defraging and it tries over and over again and U have shut down everything and it keeps sending a message that someone is writing to it. Does anyone know what to do. Thanks

The first thing that pops into my mind is an autoenabled virus scanner. If you've got one, disable it prior to running defrag. You can also run msconfig (assuming your running windows 9x) and uncheck some of the stuff "startup" tab.
Another possibility is a screen saver, so disable that too.
If your using dos only, then it's possible that you've got some sort of mbr virus.

There are any number of possibilities as to the culprit(s) that are keeping you from defragging yourn system. The best way to defrag is without windows running, thus eliminating the problem. Boot up from a boot disk, run defrag, then re-boot your system. I use Powerdefrag which re-boots my system and intercepts the windows load long enough to defrag/scandisk my system, works well. Trying to defrag with windows running is a very, very frustrating experience. There are numerous post on this subject, try search for them.
