Replacing a string using a Batch File

Specs: Windows 7
I am trying to create a batch file that will go through .csv files and find the string "24:00:00" and replace it with "24:00,"

I am unsure of how to do this.

Any help would be greatly appreciated!

Is the string "24:00:00" or does the column in the csv file contain 24:00:00 (that is without the double quotes?)

Could the string appear in any column or in multiple columns of the csv records or is it always in a specific column?

Please post a typical example of a line from the csv file.
