remapping Keyboard?? VB.NET

So im pretty much looking for a short bit of code (if possible) that'll for instance remap the "w" key to "up arrow". so for instance, whenver i press "w" it will be "up arrow". i've tried sendkeys and keybd_event to no avail for what im doing so now the only option that is available to me is going to be some sort of keyboard remapping for a few keys.

if you can give me the whole code that'd be great! but even just giving me a function to start off with im sure i could figure it out from there!

i couple of things that i've stumbled upon would be "mapvirtualkey" and someone before mentioned "keyboard hook" on google (SetWindowsHookEx).

one more thing that i will mention is that i wont need to change any keys like CTRL or SHIFT... i mean that'd be a cool option but i dont need those if there's an easier way by skipping those and only using regular keys.
