regsvr32 in windows xp

I'm trying to build an ATL component in Visual C++ 6 running under Windows XP. The code came from an example tutorial in a book. When I try an build it, the process works OK until the linking step when the following message is displayed:

Creating library Debug/RefreshRate.lib and object Debug/RefreshRate.exp
Performing registration
'regsvr32' is not recognized as an internal or external command,
operable program or batch file.

In researching what regsvr32 is, it seems to be something that was part of earlier OS versions and Windows 2000. Is it part of Windows XP as well? If so, I can't find it on my computer. If it isn't how would I get around this so I can build the project?
