Registry Edit for mutiple apps

Specs: Windows 7, 3.1 X2 / 4 GB
I'm trying to use the registry to have multiple apps launch at once. i.e. when uTorrent opens, I want Peerblock to always open with it. uTorrent usually opens with file association, so a batch file isn't really helpful.

what is the syntax in the regedit to add another program to execute?

So I've been thinking about this a little, and it could be done though the "HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options" key, but you would need to use a language that can interface with Win32. Both batch and VBScript are out, and I haven't used POWERSHELL! enough to know if it's capable of importing (and using) non-.NET DLL's.
