Hello, I have a Geforce2 MX400, and on one of the settings it shows the rate to set the refresh for the monitor. My monitor is at 60hz, and if I try to change it, when I exit out the settings go back to 60hz. It has a checkbox that says something like "uncheck this box if you want your monitor to perform higher then recommended refresh" Well, I am wondering if it is save to go from 60hz to 70hz? I wanted to ask here first before I tried it. Thanks.

The GeForce2 card is capable of keeping up with a phenomenal refresh rate, but it's more a question of whether your monitor can handle it. 60Hz is the default, and all monitors today can do it, but some older ones can't go safely above that too much.
Depending on the flavour of Windows you're using, the system might think (perhaps correctly, perhaps not) that your monitor can't handle 70Hz. Since 60Hz is pretty brutal on the eyes (especially with fluorescents), your efforts are definitely worthwhile. In the Display control panel, see what Windows thinks your monitor is. If it thinks it's a generic, then maybe you can download a profile from the monitor's manufacturer. You may have to hunt, since a lot of people don't even know about them.
Just make sure your monitor can handle 70Hz (I bet it can). Also, what brand and version of utility software comes with your particular GeForce2? It likely grabs the monitor info from Windows, but there may be an override.
