Problem when trying to creat a CSS file

When I tried to create or open a css file in Visual InterDev 6.0, I got this error message, "CSS Editor. This CSS file is not valid." and I can't create or open a css file. Does anyone experience this problem before?? If you do, please tell me how to fix it. Thank you!
